Unexploded Bombs & Diversion Tactics

The patterns in the recent terror bombings has always resulted in some un-exploded bombs being found near the blast site.
I think that this is a diversion tactic used by terrrorist organisations so that the investigating agencies, if not so smart, will focus on the unexploded bomb rather than focussing on getting more clues from the exploded one. In all of the past bombings there have been unexploded bombs found and the investigating agencies pounce upon them and think this will lead to the culprits.
In my opininon they are diversionary tactics used by the terrorists which will make the investigations go in the wrong directions and lead to some innocents to be arrested.
