Yes, the power condition in Calcutta is far better than most other states in India. I lived in Pune, Chennai, Bangalore and Kolkata. Kolkata's power condition is far better than all these cities in recent past. Probably 10 years back the power situation in West Bengal was really bad. The governor is too political.
