Rampant population growth over already saturated situation in UP/Bihar is cause of the overflow. The political power comes from the overpopulation and the poverty too!

They look at a Maharashtra - a responsible state among the nations lowest population growth and UP/Bihar starts thinking, let me try to move there and try to take over a great state with access to high seas, lot of rainfall, lot of catchment area, lot of good roads, lot of electricity etc.
