These poor auto taxi drivers copy a single existing legal permit 8-10 times and drive 10 different taxis on that single permit.
This "poor" migrant knows very well that political power is the easiest route to the legalisation of illegal activities like encroaching on public lands through slums, illegal hawking/vending on streets, illegal plying of 15-20 year old taxis on forged permits etc.
