Even though this is becoming a common, kids falling into a unused borewell and then army or fire brigade rescueing them. Government does not react and take any measures against culprits, it is simply because common citizen tolerate and accept these kinds of nonsene as part of our life.
I am 100 % sure that none of the places where the accidents happen would'nt be covered or closed. God only should save our children.
