You think spineless leader Manmohan singh would do that ? Even an earthworm would have proved better leader than puppet Manmohan Singh. Manmohan showed total cowardice and lack diplomatic skills while dealing with the Tibet issues and has caused immeasurable damage to Indian civilization by not wresting intiative.
