Yes. But that is not any permanent solution. The central government must take interest in the development of UP and Bihar. The government should not shy away form taking special initiatives. Bihar needs better road connectivity to a sea port, possibly in Orissa. The Quadrangle project doesn't pass through any important city in Bihar. Proposal to counter flood in Bihar was started in 50s, which never took off because of lack of central government's interest. There is no central university. Road construction never completes due to naxalite's threats.
