Practicing basic hygiene in Mumbai and spending a part of the money they earn by whatever means by the migrants on toilet facilities will be a starting step. Let the migrants do that first and then we can worry about "noble ideologies" and "glory".
There is no dignity in living like an animal on footpaths of a city and using open spaces as a toilet.
Think small and then big. Think of taking care of the family( have small families i.e not too many children), then neighborhood, then city and then state and country will take care of itself. Dreams of glory need small steps in community - this is how Maharashtrians think though am not sure about the rest of India.
