It may not be acceptable to you and the SC.But when the Central Government created linguistic,it was an acknowledgement of the existence of the Bhoomiputra.If Punjab is not meant for Punjabis,Gujarat for Gujaratis,Maharashtra for Marathis and Tamilnadu for Tamils, then are all these linguistic states meant for being flooded by the UP/Bihari bhaiyyas?
