Population control is folly?

States like Maharashtra have slowed the growth of population to almost 2 kids per couple.

So what happens? States that do not practice the same control have rampant population growth and crowding - like Bihar and UP.

Next they pack off their excess population to Maharashtra. So we have replaced possible Maharashtrian population with UPites and Biharis. Some deal...

This is why population control just means allowing others to wage demographic wars on you. It will never work.
