The MLQ leader is slightly off the truth...

India never had war on its agenda. It couldn't have had anyway. Being a developing and democratic country, the leaders had no other option but to try avoiding situations that might hamper it's growth. All three wars apart from the Kargil face-off were forced by Pakistan's military driven vision. They (the Pakistani army) had nobody to answere to, but to themselves. The MLQ leader is therefore, slightly off the truth in saying nuclear bombs have made both countries fearful of each other. Yes, both are fearful but it applies more in Pakistan's case, since it was the aggressor in most cases since 1947.

One more point, if somehow a nuclear war takes place, it would heavily destroy both countries, but India can still survive its aftermath...one doesn't know about what might take place to Pakistan though!
