jazi was a blessing in disguise because of this many non muslims were not encouraged to convert to islam this happened in arabia with the jews where they were given protection and because of jazia tax they were not encouraged to convert to islam , why would the nawab or the governor want to convert his subjects to islam , but if they remain non muslims they can get the required income by jazia tax ..this was told by a jewish historian uri avery ...shivaji was definately a secular ruler ...
