Just 2 substantiate the quantum of truth in your statement, here is a LIVE example:
Most readers may recall that there was this program in BBC World (Fridays 10PM IST) by title, "Question Time India" (hosted by Dr.Prannoy Roy). In 1 of the programs, 1 of the dignitaries on the dias was Dr.Kiran Bedi. During the course of the program, there was a lady who raised the issue of corruption, which is deep-rooted within the fabric of cops-by citing her case:
She hd applied for a passport (at least 4 times) and each time-she applied, she did not get her passport. The reason: The cop, who came 2 her home 2 carry out his investigation demanded bribe (about INR 2000) 2 write a favorable report abt her. This was asked 2 her-during all times of routine police enquiry (i.e., whenever she re-applies for passport, the cop used 2 demand bribe).
The lady posed a question to Dr.Bedi - why are these cops demanding bribe to do their duty? In reply, Dr.Bedi gave an assurance to personally look into the matter and sort it out a.e.a.p.
Having assured her, Dr.Bedi reciprocated 2 the lady, "Did u ever bother 2 complain this matter 2 the next-higher-up (superior) of the investigating cop?" Just before the lady could give the reply, Prannoy intervened, stating "Kiran, hd the lady approached the investigating officer's superior, then he would hv demanded INR 4000 or so." The whole audience, including Kiran, burst into laughter. These things can never b solved in our motherland!!! JAI
