It does not have as much to do with religion as the freedom granted by the Government. Since Goa is a part of the Indian Union we as a people should demand of the Government of Goa to put a stop to malpractices in the Tourist Trade. If one recalls at one time Kathmandu was (and in some ways still is) a haven for drug users from all over the World. This encouraged kids from India to go there too and indulge in drug use. Likewise with Goa. If the Police overlook any illegal activities there as the sole activity of Foreign Tourists it is bound to have a bad effect on Indian Tourists as well.
