People who are blaming Goan people and police are fools and probably don't know much about Goa. There are two types of people who come to Goa, those who are genuinely looking for an enjoyable holiday destination with colourful beaches and the others looking for cheap thrills. I am not saying all but most of the foreign tourists belong to the later category. Goa has a reputation as a drug heaven since the hippy movement started in late sixties. Its is these foreigners who corrupted Goa and made a bad name for this beautiful state. Especially people like the victim, I am sure she and her family came here with full knowledge about Goa's reputation as a dope heaven.
