If Dr. Man Mohan Singh and Sri Montek Singh Ahluwalia ( none of the two is an All India Services officer) can be appointed as Finance Secretary, Government of India what is wrong in the appointment of Shashank Shekhar Singh as Cabinet Secretary of UP Government? State Government is fully empowered to create senior posts in Government and post suitable officer on the post. It is wrong and unconstitutional to presume that only IAS officers are competent to hold the post of Cabinet Secretary in UP Government. Rules provide that any cadre post of IAS in the state can be kept in abeyance and an ex-cadre post can be created and non-IAS officer can be posted on that post. This whole tirade is engineered by IAS lobby, Ram Manohar Lohia had very rightly said that IAS is the smallest yet the strongest Trade Union in India.
