They make any policy as per their convenience, when they needed taliban, ISI, LTTE, and other groups around the world, they funded these organisations with everything they had. Now when those countries are war torn they have easily entered them and are eating up their sources of income as well. Big examples - IRAQ - they are selling Iraqi oil at a premium and the US treasury is being filled.
