as per the official procedure you need to registred your self as a YATRI. This registration is being done by the Shrine Board via J&K Bank. You can also do the online registration on J&K Bank webiste. But actually there is no check. Any one at any point of time can go for yatra and can have the DARSHAN of BABA Amarnath.
