Impose terrorism tax on people involved in separatist activities, with slabs from 25% to 75% of income. Failure to pay tax should result in confiscation of partial or whole property depending upon degree of support to antinational activities. Also tax heavily on trade and agricultural exports from Kashmir. The tax should be used as compensation for security personnel killed in action. Those loyal to India should be spared. The property confiscated should be used to settle retired servicemen and their families. This will promote nationalism
