you can shout ans yell and abuse Muslims as much as you want. But the point on contention in this issue is, Can a State government give away PUBLIC property to any individual/organization/NGO/Trust/etc ?
This is another example of government over extending its authority.
Public property is not the same as governemnt property. The government is the custodian of public property.
The state government of Kashmir has no right to give away public land to anyone without the consent of the people. This can be done by either putting the measure on the ballot or by a vote in the state assembly.
