good question! gut feel says neither of them... there is nothing like less trust or more trust... it needs to be just broken once to be broken forever... we need innovators and the cream of our scientific talent in our own indigenous nuclear program... for this there needs to pure competitive selection of talent who are governed by a competent high powered body without political intervention... give them freedon and the same money that is being spent on this deal... see the results... there would be hardships in this path but then nothing comes for free... for all this to work you need leadership which can take brave decisions for the sake of the country and it's future... sadly history says that all this never happened in democracy... china can do it... russia could do it coz there a dedicated set of people are taking hard decisions thinking about the country and it's future.. it cannot happen in India... not even the communist ruled states... coz they are hippocrates and no better than other political parties...
