We have more than enough land, sunshine and air, something not available to the "elite countries" of the world other than US and Australia. Solar energy is not being developed simply because tropical countries will rule due to energy independence.
If your PC's chip has dramatically high performance, cant you see that Solar chip has already matured in special labs in US? Without the weapon of "economic sanctions", US is doomed to now bow to (or force) new energy giants - tropical sunny countries. US always thinks decades into the future.
Without the ability to manipulate nukes of Indian and Pakistan directly, they have little bargaining power in the new energy scenario. Check out alt-e.blogspot.com or worldchanging.com.
So, this 123. The deal is bad in all possible ways and has no need for any good to be done. Instead if US asked us to purchase electronic security equipments like cameras and RFIDs, we could actually have a better policed state with law and order.
And of course, Sharad Pawar must think about ethanol or a variety of fuel from sugarcane by products.
