The great minister of child welfare has already made it clear that she doesnt want to hear anything against a slain child, which leaves CBI fully aware of the fact that even thought talwar may be the main culprit they can not prove so because they can not point out the motive as to why a father killed her daughter, no one is moron enough to believe that in a 2X2 house like jalvayu vihar people can kill half of the residents with the other half not even knowing what happened.
