Is the idea good enough?

We don't have a social security system in our country. Here is one opportunity to humbly commence a system, whereby condoms could be made available free of charge, funded by the tax-payers, supported by corporations and NGOs, besides the educational media back-up and politicians only promising not to disrupt the system....to control HIV/AIDs?...No! To give a boost to control of population, prevent unwanted pregnancy, abortions and foetal terminations. Condoms as a HIV/AIDs control measure is questionable and misleading.....trying to catch a mosquito with a fishing net...the size of the HIV virus versus perforations existing in a condom, delibrately introduced by thinning to augment sensation. All the ultra-fine, ribbed, flavoured hoo-haas are bigger culprits. Besides, this does not stop the other forms of HIV spread thru sub-cutaneous, intra-muscular and intra-venous means or the mother/child umbilical route during gestation. Suggestions?...Anyone?
