Someone Picked Hemrajs call

If someone took the call on Hemraj's cell phone why Cant CBI use it to find out where the murderer or one of the co-conspirators was when the call was taken.. Is technology not so advanced as to zero in on the exact location around which the call was taken..(I heard that the srength of the signal is recorded when a call is taken and the strength is directly proportional to the nearest receiver antenna) They can zero in on the region around which the person who picked the call was present. The murder weapon, the missing cell phones and the clothes that CBI is looking for may be found around...
