Shadow, That is it. You have the "bottom-line" on this and many other issues of governance or the lack of it in India. I live in a state of India, where "straw figures" are elected time and again on mere emotional talk of "liguistic and ethnic chauvinism"; where politics is the "best business" there is; where caste has been made the "centre of politics", no attempt to eardicate caste, except to abuse brahmins, while making one's own caste attract as many "benefits" as possible.
