It is good for Rajeev to raise awareness, by documenting some cases of Indians suffering abroad. Most of the cases are of individuals, some from Fiji and so on.
For India, and other powers too, even the USA, direct intervention, may not be possible. Individual americans, british and other europeans have been treated badly too. In such cases,
1) The usual start is with the embassies and highcommissions India has in those countries.
I am of the view, they do not always take the initiative to a) scan the news reports to locate any Indian angles b)make inquiries through phone-calls. A call from the Indian embassy would put a jail supdt., or other officials on alert that there is interest at the higher levels over Nand Chand, for example.
c) Indian news agencies can high-light the case in the indian media. Some ministers and officials do read newspapers. d) There are now many "Indian" newspapers in the USA, UK, and every country where Indians live. They too can help. British media will publicise cases involving individual Britons in trouble abroad.

Once I asked an Indian correspondent in Singapore, whether he would highlight "flogging" of "over-stayers" from India. Thailand and M'sia protested to Singapore on that issue. He said that if he did that, he and his family would be asked to leave Singapore within 48 hours!!
In such cases, Indian newspapers need to publish under the name of "special correspondent", as "The (Anti)Hindu" does. But they never do!! No interest.
