How about this? .. . Let's annexe Pakistan (anyway it's on the verge of being taken over by someone), and "gift" that land to whosoever does not believe in merit?...
They can go and develop whatever they want to - with complete 100% reservations.. . ;-) In case they are so interested, they can deploy 150% reservations in that blessed land and make it richer than the United States of Northern America... ;-)
