Well there is no need for a genius to understand where the money is going . It is being distributed to congress persons as for the last 50 yrs or so who hold some post or the other in the money distribution network be it in any of the no of rural development schemes,projects,... and also to the respective vote banks like the contractors who are supposed to carry on this development and what actually is done is for anybody to see. 80% to 85% of the money is gulped up by these guys and rest is somewhat spent which hardly matters. This is the same story which congress repeats all the time when in power
