There was an article in the Indian Express stating that the NHDP(National Highway Development Project) has progressed the slowest this year in a decade. But this should not come as a surprise. The UPA has never been known for development. They keep harping on how they started liberalization in India. There is not one positive thing that they have done since then (1991).
