2 days back, I was in the Delhi Secretariat to submit an RTI application with Deputy Secretary (PIO), PWD. The guy sitting at the chair was speaking in some alien language which later I came to know that he was tryig to speak in English. I have heard in my life, such a pathetic way of speaking english. This is happen when you have "quota" entry system in government jobs. The guy was barely able to speak but still he was sitting at Deputy Secretary job which demands person to be highly smart (not look wise). After some year, the same guy would be like Chief Secretary or Secretary or another big babu in government. I wonder what kind of job these guy do.
