Actually this is not a security failure. If it was a bomb made by RDX or some powerfull tool it would have been a security failure. But here the bombs were made by normal chemicals found commanly and some bolts etc., how can security keep tab on everyone who buys such chemicals and creates small crude bombs!! it is impossible!!., Here only comman people can help., No police, no security., but the comman man dont take resposiblity and put 100% blame on politicians, police intelligence., its time to get alert. report to the police any suspicious things we see or hear. keep our eyes and hears open
