in a country like India and cities like Mumbai, no activities can happen without the knowledge of police, as these beggers, whether they do their jobs for which they are paid for or not, they definitely visit every nook and corner of shanties, chawls, streets, etc. for atleast taking bribes for unlawful activities. shame on Indian administration machinery, particularly the Mumbai Police and the entire BMC
