We need to follow the ploicy of just kill the culprits if it is clear and the person is caught redhanded planting the bombs.He or she should be shoot at the spot,no FIR, no arrest just kill on the spot. The message must be clear that if caught there is only one result and that is death.Only then we can stop these killing. But since almost in all cases these terrorists are muslims and their local supporters are also muslim and this poltical class of so called secularists who can do any thing to get muslim votes will not take any action and people will continue to die.
