It is not fair to blame the intelligence agencies blindly. This one has come in the open because of the terrorists succeeded. How many more attempts like this have been foiled? Do the Press ever bother to report on all such incidents?
It is not possible to have 100% foolproof intelligence. Even the ISI is unable to prevent bomb blasts in Pakistan, even though they routinely handle jehadi elements.
