IB finds the masterminds

The whole report makes interesting reading. But with so much info, how come we could not do anything about it. Can we not isolate them even before they act, to prevent them from joining such a group? Or catch them when they infiltrate from Bangladesh by strengthening the 'porous' borders with them and Nepal.
Can these attacks be linked to the infiltrations across the LOC? Maybe the civilian Govt is a lame Govt but the army and ISI are under the influence of Musharef who is trying to strengthen his position thru them. He did the same thing in Kargil when we were talking to Nawaz Sharif. Can we not tell the US that we may be constrained to deal with the matter directly if they do not use their influence on Musharef. Can we not be proactive instead of being reactive?
