Sir, Ammonium nitrate and similar explosive materials can be banned from sale in open market. These can be adultrated so that they are useful as fertilizers, but can not be purified of the adultrant by any simple method. This is necessary to contain terrorists from getting easy access to ammonium nitrate for use in bombs. This must be looked into carefully, whioch I think is feasible.
