The 21 unexploded bombs found and defused in Surat (as also the unexploded one found in Bangalore earlier) might have been kept as stock by the local agents of the Pakis. But they were afraid of being identified and nabbed. In their panic, abandoned the bombs in a haphazard way. I am sure our investigating agencies will be trying to trace the source of the bombs, and there is a good chance they will succeed.
