The D Company factor

As the world knows, Dawood Ibrahim is the world's most dangerous criminal and runs an international criminal organisation. Even the US has acknowledged this fact. But for all his reputation it is unlikely that a person living by crime can transform himself to any cause other than criminal wealth and power.
The mind of a criminal is to run a business by illegal means the aim ; to make wealth and run the operations without hindrence from the law.
A seasoned criminal don will seldom continue to pursue a markedly criminal business for all time, but move into some legitimate business and graduate the criminal into a businessman of wealth( of course with due protection from the goons). A criminal thrives in a generally law abiding society so it is unlikely that such a person will support terrorists just for some elusive goal of waging war with India, unless of course waging war becomes a highly profitable business. Destruction, mayhem, and waste does not seem to be a highly paying activity with a high level of risk and cost.
At the worst the don would only fund the terrorist's activities and that too for a handsome return there may be many others not criminal who could also lend money for any purpose. The article does not implicate with conviction.
