News channels flashed the recovery of the 21st bomb placed behind a metal advertising hoarding. No one can spot the bomb as it is well hidden. The bomb diffusing squads had to cut the metal to get at the bomb!

Step 1: Plant the bomb (by BJP activists) Step 2: Police starts check up in the city (silently) Step 3: Start finding the bombs from their places (police trying to become hero) Step 4: Call media and show them the bomb (scare the people) Step 5: Blame it on some unknown minority group Step 6: Hack an American's email id and send mail using a muslim name Step 7: Create public sympathy for BJP and hatred for ruling party (congress) Step 8: Election time talk only of the blasts and glorify own self how they saved the people from the bombs (which they themselves planted) Step 9: Moronic public votes for them Step 10: Follow all the above steps when next election approached
