The bombs were made and carried to Ahmedabad from Mumbai. Not every vehicle is subjected to 100% checking - mainly because most of the check-points are for excise duty collection and all the high-ways have been leased out to private parties for collecting toll fees. Such national level policies are for the Central Government naturally.
