If you watch the movie "Beowulf" it depicts India's fight against terrorism very clearly. Terrorism is the demon and each politician is trying to kill it. But as he approaches coming in power, his own weaknesses curb him and he gets slaved by the same terrorist feelings. As a result terrorism not only survives but grows. This Ghandhism, Shubhashism, Nehruvism, Patelism etc. are all just a set of tools. As per situation, you will have to find the right tool or invent your own methods to control it. Any wrong selection or the leader's own weakness will make the fight fail and the nation suffers.
