Ammonium Nitrate is a nitrogenous fertilizer used for increasing crop yield. It has explosive properties too. Substitute to other N fertilizer can be recommended by Agriculture Ministry and ban can be imposed on manufacture and imports.End use of the fertilizer should be monitored by State Fertilizer Control Order/Essential Commodities enforcement authorities. This is not normally done at field level. Any farmer can go and buy at a fertiliser shop without any prescription for this explosive stuff.A fertilizer used by farmers to improve the crop yield is easily available to terrorist to disintegrate the society.
