Who protects India ?

Alas, one has to only go through the statements of world leaders condemning the attack and those of our leaders starting from Home Minister upwards. They all read the same - condolences for the loss and appeal to remain mentally strong and peaceful!!! Our leaders cannot even visualise what they should do next or what should be the response to the terrorists.
To make matters confusing to the Security agencies, our political establishment has declared that the Pakistan (state) and the ISI (a non-state) are two different entities. We have been defied all logic by repeatedly absolving the Pak state of all attacks by terrorists in India and we are yet to develop a coherent capability to teach ISI a lesson.
It is ironic that the victims are all poor people or the service class people and hence the response of the political establishment is pathetic. Bringing back POTA will not be a deterent to terrorists, but re-building the complete secuirty infrastructure on the lines of a federal home-land security sys of USA and the response sys of the Israel. This requires not only political guts but also real leadership and not inherited ones.
