To add the view already expressed; During discussion on POTA in the Lok Sabha, UPA chairperson had opposed the POTA claiming that it was being used only against people on minority. i.e she perhaps wanted to say that for any act pf terroism, persons of Hindu religion only should be hanged. (as in the case of killing of Indira gandhi, the assailants were quickely hanged, but not in the case of attack on Parliament). If such was the view in the heart of UPA, bomb blasts in a couple of cities is noting. After all their supporters not be killed.
