India is a secular country.Anybody can rule anybody if they are capable.It is not based on caste. There is no restriction on any body unlike Pakistan or Islamic countries where only muslims are allowed to vote & rule.So do'nt try to divide Hindus based on caste. Apart from that there have been reservations & other aids provided to uplift them.
