This is the Problem of govt that it understand the language of Riots, threats, hijacks, blasts, Stopping trains routes for weeks. If you are capale of doing that then govt will give award you by fulfillig your demands as at that time it becomes the national interest. Govt has not a proper channel where one can put his talks. So to make attention of govt the peoples try to follow the the illegle steps to do that. Either Govt must crush such movement otherwise it will be a loop hole in Democracy where these things are supported with warm welcome by govt.
