It is the duty of every citizen to keep a watchful eye in their locality and report any suspected unknown persons to the local police station by phone or any other means specially these people do not mix about in society and are very secretive, also honest and observant citizens should be given some sort of ID cards to act as wardens, hawkers who do door to door services should be roped in and given insentives if valid information is provided. it is very easy to blame the Police force, for your information the Police men do 12 hours of duty or even more, unlike govt offices who work from 9 to 5 and even come late to work.
