Because it has to first pass thru IAEA without much hurdles, stupid! And if we already modify our rules etc. its going to be difficult at IAEA.
Anyway, its just a safety precaution. Future testing, its after-effects, strategic programmes all depend on the guts, diplomacy and willpower of the govt of the day!
