Are you out of your mind...
A couple cannot decide what they can have.
Lets get the government out of people's bedroom. The only solution is to educate people.
This can be done through schooling, councelling, religious mentoring, etc.
Taxing people for having sons is one of the most insane ideas I have ever heard.
This will make things worse. if people end up spending more to raise their son and their mindset is still the same, they will ask for more dowery.
The challenge is to change the mind-set.
Government involvement and penalizing people for having male children (many times out of their control) is not the solution.
